Polling RFP

Overview

The Republican Attorneys General Association (RAGA) is seeking proposals from qualified polling firms to provide polling services for RAGA’s anticipated 30 Attorney General elections during the 2026 cycle.

RAGA’s mission is to support Republican Attorneys General in defending the rule of law, fighting federal overreach, protecting citizens against crime, promoting free markets, and advancing conservative principles through strategic advocacy, multistate litigation, and electoral efforts.

RAGA seeks vendors capable of delivering high-quality, timely, and strategically focused polling tailored to individual states and races.

Scope of Work

RAGA requests proposals for state-by-state. For purposes of pricing and comparison, vendors should assume the following baseline parameters unless otherwise noted:

  • Sample size: benchmark: varies brushfire n = 500-600
  • Universe: Likely or registered voters, as appropriate by state

Pricing should be provided for the following survey types:

  1. Benchmark Survey
  2. Brushfire / Tracking Survey

Vendors should itemize pricing by state and by survey type. Please price out the following states: Kansas, Iowa, Georgia, Nevada, Arizona, Colorado, New Mexico, New York, Michigan, Wisconsin, Minnesota, Ohio, Florida, Texas

Note: Firms that also provide microtargeting, modeling, or data analytics services should not include those services in this proposal. Please contact RAGA separately for a distinct RFP related to microtargeting or modeling work.

Vendor Expectations

RAGA expects polling vendors to demonstrate the following capabilities:

  • Strategic Partnership: Proactive communication with RAGA staff and the ability to provide strategic guidance aligned with organizational and electoral priorities.
  • Polling Expertise: Ability to design, execute, and analyze polling where the firm is best suited to support RAGA’s electoral efforts.
  • Transparency: Full transparency regarding methodologies, sampling, weighting, data sources, and analytic approaches.
  • Responsiveness: Ability to operate on tight timelines and respond quickly to evolving political environments.
  • Reporting: Regular communication with RAGA staff, including clear and timely delivery of toplines, crosstabs, memos, and briefings as requested.

Submission Requirements

Proposals should include:

  1. A detailed narrative proposal, including relevant experience, prior successful projects, and examples of polling conducted in competitive statewide or similar races.
  2. A transparent pricing structure, including per-survey costs, any volume discounts, and identification of any additional or optional fees.

Questionnaire

Please respond to the following as part of your proposal:

  1. Identify the principal(s) and account representative(s) who will oversee planning and execution. Include additional staff responsible for analysis and final deliverables.
  2. Are you currently engaged with any candidate committees, independent expenditure committees, or other organizations involved in 2026 Attorney General races? Please list all current or anticipated engagements.
  3. Please list your previous work with RAGA, independent expenditure, or national committees?
  4. Identify states with 2026 Attorney General elections in which you have relevant statewide polling experience and no conflicts. Brief descriptions or project names are sufficient.
  5. What is your recommended polling timeline for initial benchmarks and subsequent refreshes throughout the 2026 cycle?
  6. Describe your methodological preferences, including sampling methods (cell, landline, SMS, text-to-web, etc.) and controls related to time of day and days of week.
  7. What sample sizes and methodologies do you recommend for benchmarks versus refreshes or brushfire surveys?
  8. What ancillary services, if any, does your firm provide beyond standard survey fielding and analysis?
  9. What is the estimated cost per survey type and per state?
  10. Describe your experience conducting polling in smaller geographies (e.g., key counties, DMAs) or among targeted demographic groups.
  11. Describe any innovative or proprietary methods you use to identify or isolate persuadable or swing voters.
  12. What specific trends are you seeing in polling during the 2026 cycle that could be relevant to this work?
  13. Please describe your firms’ best practices and track record to ensure accurate reliable polling?
  14. In today’s world with the Americans being spread over multiple different mediums what innovative ways does your firm use to reach harder to reach constituencies?
  15. Is there any additional information you would like RAGA to consider when evaluating your proposal?

Media Placement RFP

Overview

The Republican Attorneys General Association (RAGA) is seeking proposals from qualified vendors to provide comprehensive media buying and placement services on an à la carte basis for RAGA’s 30 elections in the 2026 cycle. RAGA’s mission is to support Republican Attorneys General in defending the rule of law, fighting federal overreach, protecting citizens against crime, promoting free markets, and advancing conservative principles through strategic advocacy, multi-state litigation, and electoral efforts.

We would like a proposal for state-by-state à la carte media buying and placement services. For purposes of this proposal, vendors should assume competitive statewide Attorney General races in 2026 and provide pricing and strategic recommendations accordingly.

Note: If your firm also conducts media production or creative services, please indicate that separately. If your firm offers data/microtargeting services, please contact us regarding a separate RFP.

Compensation

Base compensation will be set at 3% of gross placement but special circumstances may be considered.

Vendor Expectations

RAGA expects its media buying and placement vendor to:

  • Communicate proactively with RAGA staff and provide strategic guidance aligned with organizational priorities.
  • Comprehensive Strategy: Develop and execute a comprehensive media buying strategy outlining where your firm is best suited to assist RAGA in the field, including television, radio, OTT/CTV, and emerging platforms.
  • Transparency: Operate transparently, including sharing rate cards, added value, placement details, reconciliation reports, and performance metrics.
  • Responsiveness: RAGA expects its media buying vendor to operate efficiently and on tight deadlines in competitive political environments.
  • Meet regularly with RAGA staff and provide consistent reporting, including weekly placement updates, pacing reports, and detailed post-flight summaries.
  • Negotiation Strength: Demonstrate a proven ability to secure competitive rates and added value in high-demand political windows.

Scope of Services

Selected vendors may be asked to provide:

  • Broadcast television placement
  • Cable television placement
  • Connected TV (CTV) and OTT placement
  • Programmatic media buying
  • Paid social placement
  • Radio placement (terrestrial and streaming)
  • Print and specialty placements where appropriate
  • Market-by-market budget allocation strategy
  • Competitive tracking and reporting
  • Post-buy analysis and reconciliation

Submission Request

Please provide:

  1. A detailed proposal, including your firm’s strategic approach to media planning, rate negotiation philosophy, added value history, and examples of successful past projects.
  2. A transparent payment structure, including any additional or potential costs.
  3. Sample reporting materials, including placement summaries, pacing reports, and post-buy analyses.
  4. A description of internal compliance procedures to ensure adherence to FEC and state campaign finance regulations.

  3. Please list your previous expierence working with RAGA.
  4. Identify states with Attorneys General races in 2026 in which you have statewide media placement experience (campaign or IE effort) and do not have a conflict. Please provide brief examples of your work here (simply listing the effort is fine).
  5. Please list other national committee work or independent expenditure work your firm has in the 2026 cycle.
  6. Detail at least two examples of an independent expenditure project that you think best exemplifies your work.
  7. Prioritize examples of maximizing the value of IE dollars over the course of a campaign.
  8. What is your recommended timeline for media planning, rate negotiation, and placement throughout the 2026 election cycle?
  9. Describe your rate negotiation strategy during peak political windows. How do you secure added value or bonus placements?
  10. What is your standard commission or fee structure? Please detail whether fees are percentage-based, retainer-based, or hybrid.
  11. Please describe your firm’s capabilities on competitive intelligence and provide detailed examples of how you provide accurate, detailed, and timely reporting on all other entities who are spending in relation to the assigned Attorneys General race.
  12. What experience do you have with smaller region placements such as key counties, DMAs, or persuasion-targeted media programs?
  13. How does your firm approach optimizing the buy against a targeted audience and what data partnerships/subscriptions do you have access to in order to execute and track that?
  14. Describe any important trends you see in this space for the 2026 cycle.
  15. In your opinion what is the ideal split between broadcast, cable, OTT, CTV, and other for an average media market?
  16. What additional information should RAGA consider when evaluating your firm for this project?
