Direct Mail RFP

OVERVIEW

The Republican Attorneys General Association (RAGA) is requesting proposals from mail vendors in conjunction with its 2026 election year activities.

WORK REQUIREMENT

RAGA expects commitment and attention from all its vendors. Each vendor will be required to develop a detailed program for each race assigned to the vendor. Vendors will be required to follow their assigned race closely and act as a strategic advisor to the RAGA or a RAGA-associated PAC throughout the project, including participation in ongoing strategy and planning meetings and providing real-time advice. Vendors will also be responsible for executing key tasks in their area of responsibility. Given the critical role vendors play in the development and implementation of each spending plan, a high degree of weight will be placed on the time commitment of those individuals assigned to manage the program on behalf of the vendor.

OPERATIONS

Vendors will be assigned specific races and will be expected to follow those races closely. Please note that there is no guarantee that races will mature to activation status.

STANDARDS

RAGA also demands a strict adherence to all state and federal elections laws with no exceptions, including, but not limited to, laws governing coordination. Vendors will be required to submit firewall policies as applicable.

All vendors that wish to do business with RAGA or a RAGA-affiliated PAC should refrain from working directly for any candidate seeking to challenge a sitting elected Republican governor, or any outside organization or committee seeking to challenge an elected Republican governor. Doing so may result in termination of services and ineligibility to participate in future RAGA contracts.

QUESTIONNAIRE

Interested firms should respond to this RFP with answers to the following questions, applicable to the principals and staff proposed for this project.

All responses are due by COB Friday, July 24th, 2026, to Political Director Klarke Kilgore (kkilgore@republicanags.com) and Deputy Political Director Tyler Dunn (tdunn@republicanags.com).

  1. Please name the principal or account representative(s) who will participate in the planning and execution of projects. Please also include relevant staff members who will be responsible for the actual mail design and production management.
  2. Are you currently engaged with any candidate committee, IE committee or other organization planning to play in connection with a 2026 attorneys general election? Please list all current and planned engagements.
  3. Are you currently engaged with any candidates, independent expenditures, or campaign committees in RAGA’s top target states (AZ, GA, IA, KS, MI, MN, OH, TX, WI, NY, NV, CO)?
  4. Please describe any previous experience working for or against an Attorney General, including Attorneys General seeking higher office. Include any relevant work with Attorney General campaigns, political committees, associations, or organizations engaged in gubernatorial/senatorial elections.
  5. List any relevant experience in 2026 Attorney General target states (campaign or IE efforts) that you believe are relevant and demonstrate unique in-state experience that would set your firm apart.
  6. Please provide at least 5 examples of mailers that you think best highlight your firm’s unique approach to mail creative.
  7. Please attach an estimated pricing grid for production costs by quantity and size based on the parameters outlined below. Please include all in pricing per unit.

Creative Services — Television/Digital Advertising Production RFP

I. Overview

The Republican Attorneys General Association (RAGA) seeks proposals from qualified media production firms to provide creative development, production, and post-production services for television advertising in support of Republican Attorney General campaigns across the United States.

RAGA is a national political organization dedicated to electing and supporting Republican Attorneys General. The selected firm(s) will play a critical role in shaping persuasive communications in highly competitive statewide races.

II. Scope of Work

A. Creative Development

  • Concept creation and message development
  • Scriptwriting (positive, contrast, and negative advertisements)
  • Storyboarding and visual planning
  • Strategic messaging alignment with campaign priorities

B. Production

  • Filming (studio and on-location shoots nationwide)
  • Talent casting (real people, actors, and voiceover)
  • Direction, lighting, and cinematography
  • Compliance with political advertising standards

C. Post-Production

  • Video editing and finishing
  • Graphics, animation, and visual effects
  • Sound design and music licensing
  • Color correction and formatting for broadcast and digital platforms

D. Additional Capabilities

  • Rapid-turnaround production (24–72 hours when required)
  • Adaptation of creative across formats (TV, CTV, digital, social)
  • Versioning for targeting and testing
  • Archiving and file management

III. Deliverables

  • Broadcast-quality television advertisements (15s, 30s, 60s)
  • Digital cutdowns and platform-specific formats
  • Script drafts and revisions
  • Raw footage and project files (as requested)
  • Closed captioning and compliance documentation

IV. Vendor Qualifications

  • Proven experience in political advertising, preferably in statewide or national races
  • Strong understanding of Republican messaging and policy priorities
  • Ability to operate under tight deadlines in high-pressure environments
  • Experience producing contrast and negative advertising
  • Nationwide production capabilities
  • Familiarity with compliance requirements for political advertising
V. Questionnaire

B. Relevant Experience

  • Provide examples of past political advertising work.
  • Describe prior involvement in Attorney General or statewide races.
  • List all previous involvement in Attorney General races and times when your firm has worked against an Attorney General running for higher office

C. Creative Approach

  • Describe your creative philosophy and process.
  • Outline your approach to rapid-response and high-volume production.
  • Explain your collaboration style with political clients.

D. Pricing Structure

  • Provide a rate card for services.
  • Share typical budget ranges for television ad production.
  • Outline policies regarding rush fees and revisions.

VI. 2026 Engagements

  • List all current relevant political clients, including candidates, PACs, Super PACs, and party committees.
  • Please list your firms prior work with RAGA.
  • Identify any engagements in Attorneys General or Gubernatorial races for the 2026 cycle.
  • Are you currently engaged with any candidates, independent expenditures, or campaign committees in RAGA’s top target states (AZ, GA, IA, KS, MI, MN, OH, TX, WI, MN, NY, NV, CO)?

VII. Compliance & Legal

  • Does your firm have the necessary compliance staff and capabilities to navigate state election laws across the 30 states holding Attorney General elections in the 2026 cycle?
